The Department of Health (DOH) on Friday urges the Catholic Bishop Conference of the Philippines (CBCP), and the Society of Divine World, to have a proper procedure in disposing of used medical supplies including birth control paraphernalia a week after a disastrous incident in Tagaytay City.

In a letter addressed to the Catholic Church’s highest authority, DOH assistant commissioner Dr. Regina Zaldivar ordered an immediate action to avoid a similar incident in the future.

On July 19th, a 4-year old toddler was rushed to Tagaytay Medical Center after having difficulty in breathing. The toddler, however, was pronounced dead on arrival at the hospital. Doctors found a used condom clogging her esophagus.

The mother, who is working inside the seminary as a cleaner, said her daughter was playing not far from her while she was doing her job inside one of the rooms. She called for an ambulance when her daughter choked and couldn’t breathe.

Investigators on Wednesday found more than a dozen of used condoms and empty medicine sachets inside the seminary. They concluded that the child accidentally ingested the rubber when she was trying to blow it thinking it was a balloon.

Investigators, however, are puzzled how the used materials reached the seminary.

The Divine Word Seminary Tagaytay (DWST) is a school of theology owned and administered by the Society of the Divine Word (Latin: Societas Verbi Divini, or SVD) in Tagaytay City, Cavite, Philippines.

It is a mission seminary whose primary purpose is to prepare missionaries for both the Philippine and foreign missions. Its students are mostly seminarians preparing for the Priesthood and come from a cluster of around 14 autonomous affiliated houses of formation.

The seminary refused to give comment even after DOH’s demand but said on its press release on Friday that they will help the mother.

The incident is considered one of the biggest blows to the Church morality.
Both CBCP and the Society of Divine World refused to give comment.
