“Former President and now House Representative Gloria Macapagal-Arroyo did it again. This time not a president but as Speaker of the House”, Region X11 Comelec Commissioner Atty. Romualdo Manglapus told DZYG Radio on Friday.
Manglapus, the former immediate superior of former Comelec official Virgilio Garcillano – the one who manipulated the votes and made Arroyo the President during the 2004 Presidential Elections.
In his 30-minute interview, Manglapus described how Garcillano contacted members of the Liberal Party and convinced them to vote for Arroyo.
"It is highly likely that the lawmakers who voted for Arroyo was promised not only money but cabinet positions", Manglapus said.
Garcillano, also known as “Garci” in the famous “Hello Garci” scandal is said to be hiding but Manglapus said the Arroyo family has been allegedly protecting him for more than a decade and still has a big political influence among active members of Congress.
“Arroyo is hungry for power and she will do everything to get the highest position except for the President and Vice President. I will not be surprised if she will run for Senate and aim for the Senate presidency”, Manglapus noted.
Former House Speaker Pantaleon Alvarez was reportedly enraged after hearing the news and vowed to hunt down Garcillano.
Garcillano gained nationwide controversy after the leak of “Hello Garci” telephone conversation between him and then Presidential candidate and sitting President Gloria Macapagal- Arroyo.
Manglapus added that if it was not for Garci (again), Arroyo wouldn’t have secured the vote necessary to oust Alvarez.
