COA Flags Down Gascon’s ₱6.7M 3x Trip to China in Just One Month

The Commission on Audit (COA) is seeking an explanation from the Commission on Human Rights (CHR), on how CHR Commissioner Chito Gascon’s three consecutive trips to China in June 2018 alone is worth ₱7.6 million.

COA Chief Auditor Miguel Ramirez said in a memo that Gascon and his entourage spent ₱21.7 million on travels abroad this year including three trips to China. Although an independent agency, Gascon is the highest spender on travel among the heads of agencies.

Ramirez said that the average spending for an official to travel outside the country is ₱1.12 million per country regardless of how many people are traveling with him or her. Gascon’s average on his China trips is ₱2.53 million which is more than twice higher than the average.

Last year lawmakers find it difficult to allocate a budget for the CHR and Gascon said his agency needs money to continue its mandate but the latest revelation puts Gascon into the spotlight once again.

The Congress earlier gave CHR a ₱1000 budget after CHR criticized the war on Drugs but the row was later settled.

CHR and the Malacañang have yet to comment.
COA said there is no law that has been violated yet but the figures don’t help Gascon and his reputation.
